RIVERSIDE COUNTY FIRE

Michael Martinez – 2026

On September 10, 2024, CAL FIRE Battalion Chief Michael A. Martinez demonstrated extraordinary courage while serving as a Division Supervisor during the Airport Fire in Orange County.

As the fire rapidly intensified near El Cariso Village, extreme fire behavior produced fire whirls, fire tornadoes and flames reaching 100 to 200 feet. While helping evacuate residents and directing firefighting resources, Chief Martinez encountered a woman walking alone along the highway, surrounded by fire.

Without hesitation, Chief Martinez drove his vehicle into the burning area. Despite the rapidly changing fire conditions and without a pump or hose, he located Jackie Hunter, who had been overtaken by the fire and was suffering severe burns. Chief Martinez pulled her into his vehicle and drove her to a safe location, where she received emergency medical treatment.

Ms. Hunter survived but sustained third-degree burns over more than 40 percent of her body. Chief Martinez’s decisive actions and willingness to place himself in extreme danger to rescue a civilian exemplified extraordinary courage and dedication to protecting others. For his heroic actions above and beyond the call of duty, the State of California awarded Battalion Chief Michael A. Martinez the Gold Medal of Valor.

John Crater – 2026

On September 10, 2024, CAL FIRE Division Chief John Crater demonstrated extraordinary courage and leadership while directing firefighting operations during the Airport Fire in Orange County.

As the fire rapidly intensified near El Cariso Village, Chief Crater recognized a critical change in fire behavior. Driven by extreme heat rather than wind, the fire produced explosive growth, dangerous fire whirls and fire tornadoes while threatening nearby homes and residents.

While directing resources to protect the community, Chief Crater encountered two civilians trapped in the path of the advancing fire. Without a fire hose or pump, he relied on his experience and quick thinking to evacuate them. He first encountered Anna Marie Williams, who was reluctant to leave her home. Through persistence and reassurance, Chief Crater convinced her to evacuate, a decision she later credited with saving her life.

Chief Crater then located Dean James and his dog in the fire’s path and immediately moved them to safety. He continued assisting James after the rescue, providing clothing, food and temporary shelter until other arrangements could be made.

Chief Crater’s situational awareness, leadership and determination to protect residents in the face of rapidly changing and extreme fire conditions exemplified his commitment to the community. For his heroic actions above and beyond the call of duty, the State of California awarded Division Chief John Crater the Silver Medal of Valor.

Christopher Acevedo – 2022

At 11:25 p.m. on April 11, 2022, off-duty CAL FIRE Fire Apparatus Engineer Paramedic Chris Acevedo demonstrated extraordinary courage when he discovered a two-story home across the street from his residence was on fire.

After his daughter spotted flames coming from the home, Acevedo immediately crossed the street and entered through the front door. Hearing a person calling for help from upstairs, he made his way through the smoke, located a male victim and dragged him from the burning home to safety.

Knowing that a young child and two older adults were believed to live in the home, Acevedo re-entered the burning structure despite his family urging him not to do so. He attempted to reach the second floor but was forced back by intense heat and smoke. He then searched the first floor before exiting, suffering smoke inhalation.

Both Acevedo and the rescued victim were transported to a local hospital for treatment. It was later confirmed that the other residents were not home at the time of the fire.

Acevedo’s willingness to repeatedly enter a burning structure while off duty and without protective equipment demonstrated extraordinary courage and selflessness. For his actions above and beyond the call of duty, the State of California awarded Fire Apparatus Engineer Paramedic Chris Acevedo the Gold Medal of Valor.

Tyler Lukrich Williams – 2022

In the early hours of October 12, 2020, CAL FIRE Fire Apparatus Engineers Tyler Williams and Omar Desiderio demonstrated extraordinary courage while responding to a two-story structure fire in the mountain community of Pine Cove.

Upon arrival, firefighters found the building engulfed in flames, with fire throughout the first floor, extending into the second story and burning through the roof. One victim was stranded on the roof while a second victim was unconscious and trapped inside a second-story bedroom.

Unable to access the second floor from inside the building, Engineers Williams and Desiderio immediately placed a ladder to the second story and broke through a bedroom window. Without hose lines and under heavy fire and smoke conditions, they entered the burning room and located the unconscious victim. Working together, they dragged the victim through the window as flames rolled over them and brought her to safety.

The victim sustained severe burns and was transported by air ambulance to a burn center, where she ultimately survived and fully recovered. Through their immediate action, teamwork and willingness to enter an intensely burning structure without hose protection, Engineers Williams and Desiderio saved the victim’s life. For his extraordinary actions above and beyond the call of duty, the State of California awarded Fire Apparatus Engineer Tyler Williams the Gold Medal of Valor.

Robert Rubalcava – 2020

On December 8, 2020, CAL FIRE Fire Captain Robert Rubalcava demonstrated extraordinary courage during a house fire in Indio.

As fire conditions rapidly deteriorated, firefighters were ordered to evacuate the structure. During the retreat, a partial roof collapse and worsening conditions separated the crew from one another and the hose line. Realizing a firefighter was still unaccounted for, Captain Rubalcava made his way to the front of the building and re-entered the structure to search for him.

Extreme heat initially forced Rubalcava back outside, but he immediately re-entered and located the missing firefighter in the den. As the fire intensified, Rubalcava recognized that a flashover was imminent. He shielded the injured firefighter with his body and protective equipment before dragging him toward the front door, where other firefighters assisted in removing and reviving him.

The firefighter was transported to a nearby burn center for treatment. Captain Rubalcava’s willingness to re-enter the burning structure and place himself directly between the firefighter and the impending flashover demonstrated extraordinary courage and selflessness. For his actions above and beyond the call of duty, the State of California awarded Captain Robert Rubalcava the Gold Medal of Valor.

Chad Burns – 2020

In the early hours of March 3, 2020, CAL FIRE Firefighter Chad Burns demonstrated extraordinary courage during a confined-space rescue in the City of Temecula.

Firefighter Burns entered a storm water run-off system to rescue a victim calling for help. He traveled approximately 100 feet through a 36-inch pipe before entering an 18-inch pipe, where he crawled another 175 feet through the cold, dark and extremely confined space while wearing full protective equipment, a rope system and supplied-air respirator.

The victim was acting erratically and making violent threats as Burns advanced, creating additional danger in an environment where retreat would have been extremely difficult. When the first rescue attempt failed after the rope system detached from the victim, other rescuers were unable to traverse the narrow pipe.

Burns was called upon to make a second attempt. Despite being cold and wet from his first entry, he again entered the pipe without hesitation. As he advanced, the victim threw objects at him and continued retreating beyond the maximum distance of standard rescue systems. Burns ultimately pushed beyond established rescue capabilities in an effort to reach the victim.

Firefighter Burns’ determination, courage and willingness to repeatedly place himself in extreme danger to save another person exemplified heroism above and beyond the call of duty. For his actions, the State of California awarded him the Gold Medal of Valor.

Alfonso Moreno – 2020

On December 8, 2020, CAL FIRE Fire Apparatus Engineer Alfonso “Al” Moreno demonstrated extraordinary courage during a house fire in Indio.

As fire conditions rapidly deteriorated, firefighters were ordered to evacuate the structure. During the retreat, a partial roof collapse and worsening conditions separated the crew from one another and the hose line. When Engineer Moreno heard a “MAYDAY” call indicating a firefighter was trapped inside, he immediately returned to the burning structure to assist with the rescue.

Entering under extremely heavy fire conditions, Moreno located the missing firefighter, who was severely burned, disoriented and in distress. Moreno wrestled him to the floor and attempted to orient him toward the hose line and an exit. During the rescue, Moreno was mistakenly identified as the trapped firefighter and was forcibly removed from the building.

After realizing the mistake, Moreno quickly assessed his own injuries and attempted to return to the structure. By then, a Captain and other firefighters had successfully removed the injured firefighter. Moreno immediately assisted with his treatment and, despite his own injuries, drove the ambulance to the hospital so additional paramedics could continue treating the victim.

For his extraordinary courage, selflessness and actions above and beyond the call of duty, the State of California awarded Fire Apparatus Engineer Alfonso “Al” Moreno the Silver Medal of Valor.

Christopher Wetzel – 2017

On October 1, 2017, CAL FIRE Fire Apparatus Engineer Christopher Wetzel demonstrated extraordinary courage while attending the Route 91 Harvest Festival in Las Vegas when a gunman opened fire on concertgoers.

After recognizing the severity of the attack, Engineer Wetzel took cover. When the gunfire temporarily stopped, he immediately went to the aid of an injured man suffering from an abdominal wound. When gunfire erupted again, Wetzel placed himself over the wounded man to shield him from the bullets and flying debris.

After helping his wife reach safety, Wetzel encountered another injured man who was disoriented and suffering from severe bleeding from his leg. Despite the continued threat, Wetzel helped the man to safety, assessed his injuries and applied pressure to the wound until an ambulance arrived.

Through his selfless actions and disregard for his own safety, Engineer Wetzel provided lifesaving aid to injured concertgoers during an active shooting. For his extraordinary acts of courage and heroism above and beyond the call of duty, the State of California awarded him the Gold Medal of Valor.

Steven Gallegos – 2015

On December 14, 2015, retired Division Chief Steven Gallegos demonstrated extraordinary courage while celebrating his birthday with his family at Playa Mar Chiquita in Puerto Rico.

Gallegos and his son-in-law witnessed three people swept from a rocky peninsula by powerful waves and thrown into dangerous, turbulent water. His son-in-law entered the water and reached one of the women, while Gallegos attempted to provide them with a boogie board. When the board was carried away by the wind and another woman appeared to be in severe distress, Gallegos recognized that he was her best chance for survival and entered the water.

A large swell immediately threw Gallegos against the rocks and submerged him, but he recovered and continued into the water. He and his son-in-law reached the victims and used the board to keep both women afloat while they waited for help. A life ring was also provided to the male victim as they remained in the water until a Coast Guard helicopter and police boat arrived.

The two women were airlifted to a hospital, while Gallegos, his son-in-law and the male victim were brought to safety by boat. All three victims ultimately made full recoveries. Gallegos’ courage and selfless actions helped save three people from dangerous ocean conditions.

Johnny Miller - 2015

On July 25, 2015, CAL FIRE Fire Apparatus Engineer Johnny Miller demonstrated extraordinary courage while boating with his family on the Colorado River near Lake Havasu, Arizona.

Miller witnessed a boat suddenly submerge, throwing two infants and four adults into the rough, crowded waters. Without hesitation, he warned the adults to move away from the sinking vessel and entered the water to help.

Although the infants were wearing life vests, they were too young for the vests to keep their heads above the churning water. Miller quickly reached the children and held both safely in his arms. He then swam to their mother, who could not swim, and assisted all three to a waiting boat.

Through his immediate action and disregard for his own safety, Engineer Miller rescued two infants and their mother from a dangerous and potentially life-threatening situation.

Jason Patterson – 2012

On October 31, 2012, off-duty Firefighter I Jason A. Patterson demonstrated extraordinary courage when he discovered a fire in the apartment below his home.

After instructing his girlfriend to call 911, Patterson immediately went downstairs to alert his neighbors. When no one answered a door, he entered the smoke-filled apartment, believing someone might still be inside. Crawling through the apartment, he heard a child coughing and located a three-year-old boy near a bedroom. Patterson carried the child to safety before returning to the apartment with a fire extinguisher to attempt to control the fire.

The extinguisher proved ineffective against the growing fire, forcing Patterson to retreat. Despite his efforts and the rapid arrival of responding fire crews, a woman was found deceased inside the apartment. The rescued child was treated and expected to recover.

Firefighter Patterson’s willingness to enter a smoke-filled, burning apartment while off duty and without protective equipment saved the life of a three-year-old child and demonstrated exceptional courage and selflessness.

Brian Cali – 2012

On August 16, 2012, Firefighter I Brian R. Cali demonstrated extraordinary courage while off duty when he came upon a vehicle accident on Highway 79 in Riverside County.

A vehicle had overturned down an embankment and was resting on its side with the engine engulfed in flames. A bystander reported that someone was trapped inside. Firefighter Cali immediately broke out the passenger side windows and enlisted bystanders to help turn the vehicle upright so he could reach the victim.

With the doors jammed shut and flames spreading toward the victim’s legs, Cali reached into the burning vehicle and attempted to pull the man to safety. When the fire intensified, he directed bystanders to throw dirt onto the burning engine to buy additional time. He ultimately pulled the victim from the vehicle and began CPR until additional help arrived.

Although the victim later succumbed to his injuries, Firefighter Cali’s actions saved him from being trapped inside the burning vehicle and demonstrated extraordinary courage and selflessness in the face of imminent danger.

As firefighters evaluated the fire conditions inside the building, they discovered that the fire had spread throughout the strip mall and that heavy black smoke was filling the concealed space overhead. When the commander ordered the crews to withdraw, Firefighter Otero and Firefighter Mark Grasso remained positioned to aggressively attack the fire and protect firefighters exiting the building.

Moments later, approximately 60 feet of the building’s facade and overhead structure suddenly broke away without warning. Otero immediately recognized the danger, grabbed Firefighter Grasso and moved him to safety. As the structure collapsed, Otero placed himself between Grasso and the falling debris. Otero was struck and sustained injuries requiring hospitalization, but his selfless actions saved his partner’s life.

On July 19, 2004, CDF Fire Apparatus Engineer Patricia “Patti” West demonstrated exceptional courage and leadership during the Foothill Fire when she led seven firefighters to safety as a rapidly advancing wildfire threatened their position.

While performing hose operations with her strike team, Engineer West noticed a sudden column of smoke and immediately recognized the danger. Unable to determine the fire’s exact location, she made the critical decision to evacuate and led her crew up the opposite ridge to a safety zone in nearly 100 degree heat.

Minutes later, intense fire overran the area they had evacuated. As members of the crew became fatigued, Engineer West urged them to keep moving farther into the safety zone. Their escape route was ultimately cut off, but West had already identified a secondary escape route, allowing the crew to remain safely isolated from their engines for more than two hours until it was safe to leave the hillside.

Engineer West’s decisive actions, leadership and preparedness helped guide her crew safely through an extremely dangerous wildfire situation.

Robert Green – 2003

On October 22, 2003, CDF Chief Robert F. Green demonstrated exceptional courage and quick thinking while aboard a flight from Las Vegas to Ontario.

During the flight, Chief Green observed a passenger becoming increasingly agitated and refusing to follow a flight attendant’s instructions. The situation escalated when the passenger became physically combative and attempted to access the overhead compartment. Chief Green immediately intervened, helping restrain and gain control of the passenger with assistance from two other passengers.

The flight returned to Las Vegas, where Metro Police took the man into custody. Afterward, a flight attendant informed Chief Green that the passenger had threatened to detonate a bomb he claimed was inside his backpack in the overhead compartment.

Chief Green’s decisive actions helped protect the passengers and crew and demonstrated the courage, composure and commitment to public safety that exemplify the fire service.

Bryan Zollner – 1995

On December 26, 1995, CDF Battalion Chief Bryan Zollner demonstrated extraordinary heroism while risking his life in an attempt to rescue victims from a burning home.

After returning from a call, Chief Zollner and Firefighter II Mort Allan spotted a column of black smoke and responded to the fire. They were the first firefighters to arrive, equipped only with their turnout gear and Chief Zollner’s breathing apparatus. As they approached the house, they learned from bystanders that a child was trapped in a rear bedroom.

Zollner and Allan entered through a bedroom window into heavy smoke and fire. After emerging from the house gasping for air, Zollner returned inside, directing Allan to retrieve his breathing apparatus. As Allan returned with the equipment and an extinguisher, a civilian emerged carrying a small, lifeless child who had been rescued from the home.

Allan directed the civilian to waiting paramedics and continued searching for Chief Zollner. He found Zollner face down outside the home. Zollner reported that he believed there were additional victims inside. Allan and a volunteer firefighter entered the burning structure with a hose line and continued the search, but no other victims were found.

Chief Zollner was transported to the hospital for treatment. After being released, he and Allan went to the hospital to see the child they had helped rescue.

Chief Zollner’s actions demonstrated exceptional courage and a willingness to risk his own life in an effort to save others.

Mort Allen – 1995

On December 26, 1995, CDF Firefighter II Mort Allan and Battalion Chief Bryan Zollner demonstrated extraordinary heroism while risking their own lives in an effort to rescue a child from a burning home.

After returning from a call, the two firefighters spotted a column of black smoke and responded immediately. They were the first to arrive and had only their turnout gear and Chief Zollner’s breathing apparatus. Upon learning that victims were inside, they approached the rear of the home, where bystanders reported a child was trapped in a bedroom.

Zollner entered through the bedroom window with Allan following close behind. Allan held onto Zollner’s pant leg to maintain contact as they entered the thick smoke. Both emerged gasping for air, but Zollner returned inside and directed Allan to retrieve the breathing apparatus.

As Allan returned with the breathing apparatus and an extinguisher, a civilian emerged carrying the lifeless child. Allan directed the man to waiting paramedics and continued searching for Zollner, who was found face down outside the home. Zollner reported that he believed additional victims remained inside.

Allan and Volunteer Firefighter Rob Ladd entered the home with a hose line and continued searching. No additional victims were found. Zollner was transported to the hospital for treatment, and after being released, he and Allan went to see the child they had helped rescue.

By disregarding their own safety and repeatedly entering a smoke-filled home, Firefighter Allan and Chief Zollner played a critical role in the child’s rescue. Their actions demonstrated extraordinary courage, teamwork, and dedication to saving lives.

Amador Rodriguez – 1990

On April 15, 1990, CDF Firefighters Amador Rodriguez and Louis Cannata demonstrated extraordinary heroism while risking their lives in an attempt to rescue a one-year-old girl trapped inside a submerged vehicle in the swift currents of the Colorado River near Blythe, California.

At approximately 8:40 p.m., Rodriguez and Cannata arrived as rescue efforts were underway and learned that an infant remained trapped inside the vehicle. Working as a team, the firefighters repeatedly dove into the dark, fast-moving water, risking being trapped inside the vehicle or swept downstream with it.

Cannata secured the vehicle with a rope in an effort to stabilize it, but the strong current continued to move the vehicle into deeper water. During his third dive, Rodriguez located the infant strapped into a car seat but was unable to release the belt. He surfaced, obtained a seat-belt cutter, and returned to the vehicle on his fourth dive. Rodriguez cut the belt and retrieved the child, handing her to rescuers on the riverbank before assisting with CPR during transport to the hospital.

Their actions demonstrated extraordinary courage and determination in the face of extremely dangerous conditions.

Daniel Schott – 1983

On April 25, 1983, Fire Apparatus Engineer Daniel W. Schott demonstrated extraordinary heroism while risking his own life to rescue four firefighters pinned down by rifle fire on the Soboba Indian Reservation in Riverside County.

At approximately 8:37 a.m., Engineer Schott and a four-person crew were dispatched to a structure fire where gunfire had been reported. After receiving all-clear from law enforcement, Schott proceeded toward the fire when a bullet struck the engine near the left front wheel well. He immediately turned the engine around and instructed his crew to stay low.

Shortly afterward, Schott encountered a Rescue Squad 25 vehicle that had been abandoned after sustaining multiple bullet strikes. Despite having the option to leave, he chose to rescue the squad personnel. Using the fire engine as a shield, he located three firefighters beneath the disabled vehicle and directed them to crawl to safety. When he learned a fourth firefighter remained inside the rescue vehicle, Schott maneuvered the engine to shield the rear door, allowing the firefighter to safely escape.

Engineer Schott then immediately evacuated the area with his crew. His actions demonstrated exceptional courage and selflessness in the face of sustained gunfire.

Joel Semple – 1982

On February 11, 1982, Fire Apparatus Engineer Joel Semple and Fire Captain Chris Schrowe demonstrated extraordinary heroism while risking their own lives to rescue two teenagers stranded in the rain-swollen Santa Ana River in Norco.

Seventeen-year-olds Justin Dean and Jeff Cruisenberry had attempted to cross the river in a four-wheel-drive vehicle while on their way hunting. When the rising water reached the windows, they abandoned the vehicle and became stranded on a sandbar in the middle of the river.

Semple and Schrowe established a rescue line across the river, allowing Cruisenberry to reach safety with their guidance. When Dean attempted to cross using the line, he lost his grip about halfway across and became unable to continue. Despite the dangerous conditions, Semple and Schrowe made their way to Dean and assisted him to safety.

Their actions demonstrated exceptional courage and selflessness, preventing what could have been a tragic loss of life.

Robert Dashiell – 1979

On January 5, 1979, Fire Apparatus Engineer Robert Dashiell demonstrated extraordinary heroism while risking his own life to rescue two people stranded in rain-swollen Salt Creek near Canyon Lake in Riverside County.

At approximately 9:08 p.m., Dashiell responded as a volunteer to reports of a man and woman stranded on top of a partially submerged vehicle. Despite swift currents and floating debris, he entered the swollen creek twice with a rope tied around his waist, making repeated attempts to reach the victims with a safety line.

Before they could be rescued, rising floodwater swept the vehicle downstream, forcing the victims to jump into the rushing water. Dashiell followed their path to where Salt Creek enters Canyon Lake, commandeering a small boat to search for them. When debris and strong currents made progress difficult, he climbed onto a floating dock and spotted the victims clinging to debris nearby.

Dashiell removed his life vest and threw it to the woman before entering the water. Holding onto the dock, he extended himself toward the victims, pulled both to safety, and helped transport them to the hospital.

Engineer Dashiell’s actions demonstrated exceptional courage, determination, and selflessness in the face of dangerous flood conditions.

Donald Woods – 1970

On August 2, 1970, Fire Captain (Patrolman) Donald Woods demonstrated extraordinary heroism while risking his own safety to rescue a woman trapped by a fast-moving brush fire.

Captain Woods was investigating the cause and origin of a 2,000-acre brush fire near the Olive Dell Ranch between Reche and San Timoteo canyons in Riverside County when firefighting aircraft spotted a 50-year-old woman running toward the flames. She had reportedly become disoriented after returning to her trailer to retrieve clothing.

Woods drove his pickup through the flames to reach the woman, who was exhausted and unable to escape on her own. He pulled her from the hillside and, using her trailer as protection between them and the advancing fire, dragged her around the trailer until the fire front passed.

Captain Woods’ actions demonstrated exceptional courage and a willingness to risk his own life to save another.

George McGuire – 1968

On March 18, 1968, Fire Captain George McGuire demonstrated extraordinary heroism while risking his own safety to rescue two men trapped in a collapsed construction trench.

Contractors were installing a sewer line near the Sunnymead Fire Station in Riverside County when a 13-foot-deep trench collapsed, completely burying workers Lloyd Self and James Hansen. Captain McGuire, Captain Delbert Tate, and Radio Technician Ronald James responded to the emergency.

Rescuers managed to uncover Self’s head, but additional dirt began sliding into the trench. Captain McGuire positioned himself between Self and the sliding dirt, becoming buried to his waist, while Captain Tate was buried to his knees. Despite the dangerous conditions, McGuire, Tate, and James continued the rescue effort and successfully uncovered and revived both men.

Captain McGuire’s actions demonstrated exceptional courage and a willingness to place his own life at risk to save others.

John Guthrie – 1959

On August 8, 1959, at approximately 7:00 p.m., Division of Forestry Foreman John Guthrie responded with a three-person fire engine crew to a fire caused by a traffic collision along Ortega Highway (SR-74), approximately two miles west of Lake Elsinore.

As Guthrie assessed the fire from a steep bank, shifting winds rapidly pushed a wall of flames up the canyon toward the crew’s engine. He ordered his firefighters to move the engine up the highway and remain inside the cab for protection, knowing there was no room for him.

As the fire overtook the area, Guthrie attempted to use a hose line to protect himself, but the hoses had already burned. He sought shelter beneath the engine but was overcome by the flames, suffering third and fourth degree burns over 85% of his body. After initially being treated at a local hospital, he was transferred to Redlands Hospital, where he died five weeks later from his injuries.

The Decker Fire was contained five days later after burning nearly 1,400 acres and claiming the lives of six firefighters and one civilian.
